On 25 November 1996, Bank BNI became the first publicly listed state owned bank when it listed its share on the Jakarta and Surabaya Stock Exchanges.

Under government Regulations No. 29 of 1999 dated May 7, 1999 concerning the purchase of shares of commercial banks, a bank is allowed to list a maximum of 99% of its total issued shares and a minimum of 1% of total unlisted shares should be owned by Indonesian citizens and/or Indonesian entities.

Bank BNI conducted a Right Issue I of 151,904,480,000 series C shares with a par value per share of twenty five rupiah on June 30, 1999. Each stockholders of one old share was entitled to buy 35 new shares for three hundred forty seven and fifty eight rupiah.
